Multi-Site Capital Improvement Program
Served as owner's representative and program manager for a multi-site capital improvement program spanning facilities, infrastructure, and systems upgrades across a large public agency portfolio. Established program controls, integrated master schedule, and stakeholder reporting framework from the ground up.
Federal Facilities Construction, Navy CEC
Led construction management and project delivery for federal facilities projects as a Navy Civil Engineer Corps officer. Managed design-build and design-bid-build contracts in operational environments with compressed timelines and no margin for schedule failure.
Large-Scale Commercial Development
Provided senior owner's representation for a large-scale commercial development program, managing the full project team through design, entitlement, and construction. Responsible for budget oversight, schedule management, and contractor accountability across multiple concurrent delivery phases.
Distressed Capital Program Recovery
Engaged to stabilize and recover a capital program that had experienced significant schedule delays, cost overruns, and contractor disputes. Conducted rapid assessment, restructured program controls, and led claims resolution process to return the program to a delivery track.
Capital Delivery Organizational Assessment
Conducted an independent assessment of a public agency's capital delivery organization, identifying structural gaps, process deficiencies, and staffing misalignments. Delivered a prioritized improvement roadmap and supported implementation of key recommendations.
